04. Secondary vocational education student financial assistance policy

Mainly based on state scholarships, state grants, and tuition exemption, supplemented by local government grants, school and social assistance, etc.

1. National scholarships. The state awards students with excellent academic performance and outstanding skill performance among students in the second grade (inclusive) or above of full-time secondary vocational schools. 20,000 students are awarded each year, and the scholarship standard is 6,000 yuan per student per year.

2. State grants. Subsidize students in the first and second grades of full-time academic education in secondary vocational schools who are majoring in agriculture and students from families with economic difficulties in non-agriculture-related majors. The average subsidy standard is 2,000 yuan per student per year. All 11 contiguous destitute areas such as Liupan Mountain District and rural students (excluding county towns) of secondary vocational schools in Tibet, Tibetan areas in four provinces, and four prefectures in southern Xinjiang are included in the scope of state grants.

3. Tuition free. Tuition fees are waived for all rural (including county and town) students, urban agricultural majors and students with financial difficulties from families enrolled in the first, second and third grades of full-time academic education in secondary vocational schools, and students enrolled in schools in ethnic areas and students majoring in opera performance (except for students majoring in other art-related performance).

4. Local government funding. On the basis of implementing the national scholarship, national grant and tuition-free policies, some regions have introduced local scholarships, grants, and tuition-free policies.

05. Funding policy for undergraduate students in the education stage

“Award and loan assistance green channel” and other multi-mixed subsidies

1. National scholarship. Reward particularly outstanding full-time undergraduate students. 60,000 students will be awarded each year, 8,000 yuan per student per year, and an honorary certificate will be issued uniformly printed by the state.

2. National inspirational scholarship. Reward and support full-time undergraduate students with financial difficulties from families with excellent character and academic skills, 5,000 yuan per student per year.

3. National grant. The average subsidy standard is 3,300 yuan per student per year.

4. National Student Loans. Students from families with financial difficulties can apply for national student loans to solve tuition and accommodation fees. The maximum per student per year does not exceed 8,000 yuan. The interest during the school period shall be borne by the state. The loan period and interest rate shall be implemented in accordance with relevant state regulations. National student loans are divided into student credit student loans and campus national student loans. Students from families with financial difficulties can consult the student financial aid management agency of the county (city, district) where their household registration is located for student credit student loans, or consult the university student financial aid department for campus national student loans.

5. National education subsidy for students of institutions of higher learning performing military service. Tuition compensation, state student loan reimbursement, and tuition fee reduction shall be implemented for students of institutions of higher learning who are conscripted into the army to perform compulsory military service, recruited as non-commissioned officers, and resumed or enrolled after retirement. Tuition compensation or state student loan reimbursement amount shall be implemented according to the actual tuition fee paid by the student or the national student loan obtained (including the principal and the interest incurred before its full repayment, the same below) whichever is higher; The tuition fee reduction amount after the resumption of school or the enrollment of new students shall be implemented according to the actual tuition fee amount charged by the institution of higher learning. The standard of tuition compensation, state student loan reimbursement, and tuition fee reduction shall not exceed 8,000 yuan per student per year for this junior college student, and the excess part shall not be compensated, compensated or reduced.

6. Grassroots employment tuition compensation loan reimbursement. For fresh graduates of central colleges and universities who voluntarily go to work in grass-roots units in central and western regions and difficult remote areas and have a service period of more than 3 years (including 3 years), tuition fees or state student loans shall be compensated, and each student shall not exceed 8,000 yuan per year. The compensation of tuition fee compensation loans for graduates of local colleges and universities shall be formulated and implemented by all localities with reference to central policies.

7. Public-funded education for normal students. Public-funded normal students in Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University directly under the Ministry of Education do not need to pay tuition fees and accommodation fees during their studies, and can also receive living expenses subsidies. Excellent students of non-normal majors who are interested in teaching and meet the conditions can be transferred to the normal major according to regulations within two years of enrollment. Colleges and universities refund tuition fees, accommodation fees, and reissue living expenses subsidies. Universities in some provinces also implement the public education policy for normal students. Students who apply for normal majors can consult relevant institutions.

8. Enrollment Assistance Program for Freshmen. Freshmen from families with financial difficulties in the central and western regions can apply for admission assistance programs to solve the transportation expenses for enrollment registration and short-term living expenses after enrollment. 500 yuan per student for freshmen studying in colleges and universities in the province, and 1,000 yuan per student for freshmen studying in colleges and universities outside the province. Students can consult the local county-level education department for handling.

9. Work-study assistance. Students can use their spare time to participate in work-study activities organized by colleges and universities, obtain legal remuneration through labor, and improve their learning and living conditions, etc.

10. Green channel. Freshmen whose families are in special financial difficulties can temporarily raise insufficient tuition and accommodation fees. During the school registration period, they can first go through the admission procedures through the “green channel” opened by the university. After enrollment, the university financial aid department will carry out difficulty identification according to the specific situation of the student, and take different measures to grant financial assistance.

11. On-campus financial aid. The school establishes on-campus scholarships, grants, hardship subsidies, food subsidies, on-campus interest-free loans, tuition fee waivers, etc., and uses career income funds and donations from enterprises, social groups and individuals to implement on-campus financial aid.

06. Graduate education funding policy
