Rental fees incurred for the development of basic public health services, such as: rental fees for venues and facilities and equipment for health education publicity and health education lectures, rental fees for information systems of various projects, etc.

9. Equipment maintenance fees

Equipment maintenance fees for the development of basic public health services, such as: maintenance fees for equipment such as health all-in-one machines, computers, photocopiers, printers, etc. The maximum limit for a single piece of equipment maintenance is 5,000 yuan.

10. Other public funds

Other expenses incurred for the development of basic public health services. Such as: expenditure on emergency materials for infectious diseases, health and epidemic prevention, supervision work clothes, cleaning clothing, health education display boards, audio-visual materials, publicity supplies, publicity advertisements, etc.

(3) expenditure on hygiene materials

All kinds of medical and health materials consumed for the provision of basic public health services, including disinfection and sterilization supplies, birth control medicines, reagents, syringes, alcohol, cotton swabs, medicines for disinfection and isolation in epidemic areas, etc.

(4) Low-value consumables

Items that do not change their physical form and whose unit value is lower than the starting price of fixed assets can be used multiple times in the process of basic public health services. Such as stethoscope, sphygmomanometer, visiting bag, children’s physical examination scale (electronic), children’s height scale (electronic), etc.

(5) Low-value equipment expenditure

In order to improve service capacity, purchase small medical equipment, office equipment and office furniture related to basic public health services whose single unit price does not exceed the maximum unit price of 50,000 yuan.

Such as health all-in-one machines, computers, printers, copiers, office desks and chairs, filing cabinets, televisions, DVD players, cameras, video cameras, blood pressure and blood sugar testing equipment, portable B-ultrasound, electrocardiogram machines, multi-functional inspection boxes, handheld machines, air conditioners, electric vehicles, motorcycles and other public health service equipment.

Among them, office equipment and office furniture shall refer to the general office equipment and furniture allocation standards of administrative institutions formulated by the financial departments at all levels, follow the principle of “necessary, applicable and appropriate”, and be properly allocated after approval by the financial and health departments at the same level.

If it is a fixed asset, it shall be managed in accordance with the relevant regulations on fixed assets.

(6) Expenditure on contracted services of family doctors

The family doctor team shall provide free basic public health services to urban and rural residents, and implement 20 yuan from the basic public health service funds for the contracted service fee of family doctors as an increment of performance pay.

The expenditure on contracted services of family doctors is adjusted in a timely manner according to factors such as economic and social development, public health service needs, and financial affordability.
